Welcome to Rosewood Tower Consulting, LLC – a woman-owned (WBE), civil and environmental engineering consulting firm established in 2023 by Diane Altland. Rosewood Tower Consulting was formed after serving many distinguished firms in the Pittsburgh area, and most recently GPI, where she assembled a team of professionals to provide GPI with a presence in the Pittsburgh, PA water and waste water market. With over 25 years’ experience in the civil/environmental engineering field headquartered in Washington County, Pennsylvania, Rosewood Tower specializes in process design. Diane Altland has designed and managed wastewater treatment facilities throughout the Mid Atlantic Region by developing relationships with civil engineers and technicians, as well as construction and operations managers with varying expertise capable of ensuring the most efficient design and effective construction of your project both big and small.
Our team is successful by collaborating with our clients at the earliest stages of project conception. We believe that performance and client interaction are key to project success. The primary benefit of having a small firm work for you is that you will know our personnel, from our principals to our administrative staff. Rosewood Tower Consulting values the important role small businesses play in our industry and the communities in which we work. Our team approaches design with construction in mind to meet client needs with cost effective and innovative engineering solutions. Our engineering designs are aligned with client goals and community impacts, as well as being efficiently constructible and easy to maintain. Our staff is trained to think beyond the calculations and software, to really consider the impacts of a project once built. By incorporating this cradle-to-grave collaborative approach and reviewing our designs for constructability during our quality control process, we are reducing the possibility that something built would have a negative stakeholder impact.

The Passion
Rosewood Tower Consulting is a women owned (WBE), civil and environmental engineering consulting firm that has grown from the vision of Diane Altland. P.E. Diane and her Program Manager James Protin have individually spent decades in the trenches, designing, building, and managing a variety of municipal infrastructure projects for dozens of communities in southwestern Pennsylvania. Diane Altland and her team including Program Manager James Protin and Construction/Operations Manager Joel Lofstrom, are building a legacy right here at home. With their leadership, our team is dedicated to improving the quality of life in the region by improving our infrastructure, one life, one family, one community at a time.
We are building the best water/wastewater firm in western Pennsylvania. Yes, it’s a lofty goal. When you are confident in your experience and expertise, why settle for being anything but the best? Throughout her career, Diane Altland has been 100% focused on providing water and wastewater solutions. James Protin has worn nearly every hat in the engineering industry, from draftsman, to surveyor, to designer, to construction inspector, to construction manager, to project manager to director, vice president, and ultimately senior vice president. Throughout his career, that has meant being a part of something that can change lives, and the communities we live in.
We believe in our body of work, and we believe our goal is within our reach. We started Rosewood Tower Consulting for one reason, that experience and expertise, when blended with our passion for service, has served our clients well for nearly four decades. We know western Pennsylvania because this is our home. We live, work and play here. We have raised our children here, and with some of our team, our children’s children.
